Its a joke in Australia that the Greeks and Italians love to concrete their yards. More of a post-war stereotype when there was a huge amount of immigration and a lot of Italians/Greeks coming in and building their houses with concrete columns and balustrades ( see also: “wog mansion” = a huge house, usually with a lot of ostentatious marble, massive chandeliers and, of course, concrete).
It is good natured joking. No real insult or offense meant. Usually the concrete lawn owner would then make fun of the Aussie in return.
